Time Traveler Caught in 1928 Film

This baffling scene is found in the extras section of Charles Chaplin’s 1928 film the Circus. It shows an elderly woman walking, holding something to her ear and talking. Her gestures are strikingly similar to our own as we talk on our mobile phones. The footage has generated much controversy. Some have claimed she is actually using a hearing aid but that does not explain why she would be talking. Is this evidence of time travel or just an auditory impaired woman talking to herself?
